This envelope contains a classic novelty, luminous paint powder. A staple of joke shops and mail-order novelty firms, the powder could be mixed into a luminous paint for all sorts of purposes. From the British manufacturer T. Leppard, comes in a fun envelope with great graphics. Still sealed, though not for use, collectible only.
